Update - Guam’s Plan for Professional Development (GPPD) Submission

Guam Public Law 31-73 details the licensing requirements for licensed childcare facilities and specifically identifies Guam’s Plan for Professional Development (GPPD) as the guideline for Early Childhood provider training and professional development requirements. Early childhood providers must comply with GPPD, requiring a Path A (Alternate Path) certification.

The Bureau of Child Care Services (BCCS), within the Department of Public Health and Social Services (DPHSS), will be enforcing a change of schedule in receiving application Forms for Validation of Early Childhood Providers (Path A) and Forms for Certification of Early Childhood Providers (Path A) under Guam’s Plan Professional Development (GPPD) for review and validation by The Early Childhood Professional Development (ECPD) Subcommittee under the Guam Early Learning Council (GELC); commonly known as GPPD submission.

BCCS intends to streamline the evaluation process of GPPD applications by ensuring childcare Directors are provided extended time to prepare applications and encouraging a uniform submission date for all childcare centers. Path A application forms will only be accepted for submission to BCCS every first Wednesday of the month, beginning March 01, 2024. Should the first Wednesday of the month fall on a Government of Guam observed holiday, Path A application forms will be accepted on the following Wednesday.

Path A applications must be submitted to BCCS no later than sixty (60) calendar days from provider hire date or prior to the expiration date if applying for a renewal certification. Any employee who is awaiting GPPD evaluation or re-evaluation must be supervised by another employee until a valid GPPD certification is issued with appropriate level.

Please ensure that each child care provider’s GPPD application packet is submitted with the minimum requirements to include:
• Forms for Validation of Early Childhood Providers (Path A)
• Forms for Certification of Early Childhood Providers (Path A)
• High School Diploma
• Official College Transcripts
• College / University Degree
• Documentation of completed professional trainings (certificates, college credits, etc.)
• Previous Level Sheet with evaluation from ECPD (for renewal applications)

During submission, BCCS will conduct a preliminary review of GPPD applications for the purpose of determining form accuracy and completion.
